In this lesson, students see the equivalence of quantities, no matter how many of the objects are bundled into sets of ten. Therefore none can be considered illegitimate or wrong. By seeing there are multiple ways that base-ten bundling can be done, they better understand that the traditional method is the most efficient model, but not necessarily the only option. As you plan, consider the variability of learners in your class and make adaptations as necessary.
