They reason to identify the larger unit. For example, 30 centimeters = ? meters means that students are expressing a smaller unit in terms of a larger unit. Then they use a tape diagram to estimate if the answer is more or less than 1/2 of the larger unit. Finally, they will rename the smaller unit as a fraction of the larger unit and multiply.
